History:
"The Torturer" (who is given no name) in Action Comics (1938) #2 resorts to torture to glean information from his captives, which Superman finds a particularly dreadful horror of war.
In Superman's effort to impress upon the man how odious his crimes are, Superman throws him like a javelin towards a distant grove of trees. He emits a "pitiful wail" as he goes flying.
Presumably "The Torturer" will have a long road to recovery, if he survives the landing, that will give him time to reflect on his life choices.
