We move on to more insidious forms of violence with the introduction of Senator Barrows at the end of Action Comics (1938) #1.

Instead of attacking people with his personal capacity for violence, the Senator subjects others to the violence of warfare by taking bribes to pass legislation that will "embroil" America in Europe.

Not only does the Senator contribute to the culturally "permissible" violence of war, he profits directly from it.
