History: 

Lola Cortez, the archetypal "International Woman of Mystery," is introduced in Action Comics (1938) #2 as an "exotic beauty who fairly radiates danger and intrigue." Nothing else is said of her until the story turns to Lois Lane in her hotel.

Cortez introduces herself to Lois as simply "a wealthy traveler."

A "wealthy traveler," eh?
An investigation by army officers causes Cortez to panic and she hides "certain documents" in Lois' room. (How she knows it is Lois' room, has access to Lois' room, and why she chooses Lois' room to hide her documents in all remain unclear.)

Lois is immediately arrested and in the very next panel is found guilty of espionage at trial and sentenced to be executed.

Superman, celebrating his own "gallantry" rescues Lois, of course.

Superman still needs work on his repartee.
(Though, it is unclear what he does with Lois afterward, as he is seen confronting "The Torturer" in the following panel with no sign of Lois anywhere.)

Cortez remains even more of a Woman of Mystery as she is never seen from again.
