Emil Norvell appears exclusively in Action Comics (1938) #2 as the primary "villain" of the issue.
He is a corrupt businessman who manufactures war so he can get rich manufacturing munitions for that war. Superman stops him by putting him on the front line so he can develop compassion for those fighting and dying for his profits.
Truly corrupt, however, Norvell makes various attempts to escape -- all of which fail, of course. He finally mends his ways, and Superman stops the war by demanding the two faction leaders meet. They soon realize that neither side knows what they are fighting for (beyond Emil's greed), so they agree to a peace.
